Technical Committees

ANSI Standards
The Institute is the sponsoring organization and secretariat for the American National Standards Institute's ANSI-Packaging and Transportation of Radioactive and Non-nuclear Hazardous Material N.14-and Methods of Nuclear Material Control N.15-committees.

The ANSI N-14 Committee is responsible for the preparation of standards for the packaging and transportation of fissile and radioactive materials and non-nuclear hazardous materials including waste and mixed materials, but not including movement or handling during processing and manufacturing operations.

The ANSI N-15 Committee is responsible for the preparation of standards for protection, control and accounting of special nuclear materials in all phases of the nuclear-fuel cycle, including analytical procedures where necessary and special to this purpose, except that physical protection of special nuclear material within a nuclear power plant is not included.

Each standard committee comprises several subcommittees that develop consensus standards in the Institute’s assigned areas of responsibility.

INMM's N-15 Standards Committee is sponsored by the Institute to develop standards for the control of nuclear materials.  We have completed the development of N15.51, American National Standard for Methods of Nuclear Material Control -- Measurement Control Program -- Nuclear Materials an Analytical Chemistry Laboratory.

ANSI N-15/INMM 5.1 Analytical Chemistry Laboratory Measurement Control Committee
The Analytical Chemistry Laboratory Measurement Control Committee, a subcommittee of the ANSI N-15 Measurement Control Committee, develops and reviews principal elements of a comprehensive measurement control program for analytical chemistry laboratories supporting the management of nuclear materials.

In 1990, the Committee published ANSI N-15.51-1990 “Nuclear Materials Maangement – Measurement Control Programs – Nuclear Materials Analytical Chemistry Laboratory,” which was revised in 1996.

From its inception in n1986, INMM 5.1 has been involved in the contributions to and the review of a series of documents describing the International Target Values (ITVs) for measurement uncertainties in safeguarding nuclear materials prepared under the cognizance of the International Atomic Energy Agency.

(The ITVs are the uncertainties to be considered in judging the reliability of analytical techniques applied to industrial nuclear and fissile material, which are subject to safeguards verification. The tabulated values represent estimates of the “state of the practice” which ought to be achievable under routine measurement conditions. The latest ITV document was published in April 2001.)

Other 5.1 efforts have been directed toward application and implementation of measurement control techniques in nuclear analytical chemistry laboratories.

Government Industry Liaison
The Government Industry Liaison Committee provides an unofficial, professional forum for the exchange of safeguards, security, nonproliferation, physical protection, packaging and transportation, waste management and materials control and accountancy information between U.S. government agencies, international organizations, and private companies and contractors that possess special nuclear materials, operate nuclear facilities, or have responsibilities related to their management. The committee also plans and organizes the closing plenary of the INMM Annual Meeting.
